2026-10-19 10:08:29

At present, criminals are using chemical platforms to purchase non-regulated toxic chemicals to engage in drug-related illegal and criminal activities, which has become increasingly prominent, seriously undermining the market order and damaging the national image. As an important pillar industry of the national economy, the chemical industry shoulders a key role and mission in the anti-drug work. Actively participating in anti-drug work is the unshirkable responsibility of industry practitioners. In order to curb the development and spread of drug-related problems in the chemical industry and effectively maintain the healthy development of the industry, we hereby issue the following proposals to the chemical industry and all employees across the country:

First, those who have a big mind of the country, build a solid foundation of compliance

The entire industry must strictly abide by the laws and regulations formulated by the state and relevant competent departments, earnestly fulfill its anti-drug responsibilities, maintain industry safety, consolidate anti-drug defense lines, and strictly self-discipline the industry. It is necessary to standardize the release of information on non-regulated toxic chemicals, and to integrate anti-drug work throughout the entire chain of the chemical industry. It is also included in the enterprise's internal control and risk management system to further strengthen the ideological defense line.

Adhere to the bottom line of compliance and prevent the risk of information abuse

The whole industry should bear the main responsibility of information content management. When publishing chemical information, it is necessary to strictly adhere to various laws and regulations. It is strictly forbidden to publish sales or technical information in any form, suggesting that it may be abetted or misled for illegal use, and to prevent the use of code names, hidden code words, etc. to evade supervision. Information release should guide legal compliance with industrial applications, safe operation norms, and positive publicity of scientific and technological achievements to ensure correct guidance and true content.

III. Strengthen prudential verification and block abnormal transaction chains

The whole industry should strengthen the awareness of compliance audit risk prevention and control. In transactions involving non-listed and controlled toxic chemicals and related sensitive substances, enterprises are advised to implement prudent customer background checks and verification procedures for procurement purposes. If the transaction object has suspicious qualifications, abnormal procurement or unclear uses, they should be highly vigilant and strengthen verification. Encourage enterprises to establish internal early warning mechanisms. If risks cannot be ruled out, they should decisively refuse and report to relevant departments in a timely manner.

IV. Bringing together the industry to build a collaborative governance pattern

Maintaining the overall image of the industry requires the joint efforts of every enterprise. We propose that the whole industry should strengthen communication and form a joint force in identifying risks and sharing experiences. The association should better play the role of a link, organize policy publicity, risk tips and practical exchanges, and improve the overall risk identification and prevention capabilities of the industry. Support industry media and information platforms to spread positive energy, and widely publicize the achievements and contributions of safety, green, innovation and compliance governance in our country's chemical industry.

V. Based on a global perspective, contribute industry governance wisdom

The words and deeds of the chemical industry in our country directly affect the national image. We advocate that enterprises should consciously uphold high standards of compliance and standardize information release when conducting international business and exchanges. We should take the initiative to use international platforms to objectively and professionally explain our country's powerful measures and achievements in the field of chemical industry and drug control, share the concept and practice of sustainable development of our country's chemical industry, and contribute Chinese wisdom to global chemical safety governance.

Clear cyberspace, everyone benefits; it is everyone's responsibility to build a strong anti-drug defense line. Let us start with a high degree of political consciousness, rigorous compliance actions and active industry coordination, start from standardizing every network information, and jointly protect the blue sky and pure land of the chemical industry. Make new and greater contributions to maintaining the global chemical safety order, helping the high-quality development of the industry, and serving the Chinese path to modernization!
